PC Nicaragua will implement 5 workshops targeting Key Pops, Vulnerable Pops and Service Providers: a) Capacity building of teachers on HIV education and teaching methodologies b) Prevention with Positives for PHIV leaders c) Behavior Change for service providers d) Mobile Population Survey training and e) Camp for parents/guardians of OVC. Post strengthens support services for PLHIV emphasizing the importance of testing, medical appointments and adherence to ARV therapy, and providing a positive and supportive camp atmosphere for the children. The focus on Key Populations and Service Providers is directly in line with the PEPFAR strategy in country and in the region. PC/N will use the workshops to strengthen the positive relationship created with ASONVIHSIDA, the national association of PLHIV. Post plan to increase community grants implementation among PCVs in all sectors, promoting projects that work with key pops. PC/N place Volunteers in local Government and NG organizations for assignments designed to build community capacity to sustain projects. PC integrates HIV programming as a cross sectorial theme in order to reach populations that are not reached by other USG partners, mainly in rural areas of Nicaragua. Volunteers work with local health workers to strengthen their capacity to provide adequate prevention education, counseling and testing services, and dignified care and treatment.

Due to the updated OGAC COP Guidance, Peace Corps is including this IM for the first time even though similar activities have been implemented and tracked in prior years; so, this is why there is a pipeline and burn rate for a new mechanism – to accurately capture the historical data.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
